The changes start from October this year, unless they postpone them. If you use the search
tab at the top of this page and do a search on Visa Waiver, you will see some threads where
all the information has been mentioned.

If you have a current 10 year passport you wont need a visa even if they dont postpone the proposed regs.
It only applies to NEW passports issued after Oct 26th 2004 (as things stand at the moment - unless they carry biometric data which no country seems to be in a position to issue yet ).
Just to be on the safe side we have recommended to all our guests that if their passports run out before the end of next year it is worth considering renewing them early, you can do so at any time but the max. extra time that will be credited to your new passport is 9 months.

Please tell me that this does not apply to childrens passports.
My kids were issued with 5 year passports in 2002.

Yes it also applies to childrens passports. If they each have their own machine readable (has a little bar code type thing at the bottom - which as they got theirs in 2002 should have) and it is valid till 2007 they dont need a visa.

My son who is now 17 years old has a childs 5 year passport issued in 2002. We are travelling to the USA next week. Is he okay to continue to use this passport or does he have to have a 10 year passport now that he is over 16 years old?

Your son is fine to travel on this passport. It just shows that he was a child when the passport was issued.

All my kids passports are valid until 2007, so looks like all is fine "Phew".
Some additional info on the UKPA site was:

The children are still ok if they are on their parents one, when this runs out, they will
then have to have their own

I might have got this wrong but I was under the impression that from October at least children needed their own passport to travel to the US, irrespective of when they were born - but like I say I might have totally misunderstood. My children have got their own anyway.
