The answer being in most cases very strict Rozzer. The main reason being one of safety, it doesn't matter how much of a daredevil your child is if the safety harness is designed for a child taller (or smaller) than the set size there is more danger of someone not being properly protected, and not only are they worried about injuries to the person concerned but also litigation and insurance problems.
I thought the minimum height on the the bigger rides (Kraken,Hulk etc.) was 54", so if 48" is borderline for him you had better hope he has a growth spurt ! As I remember they are very strict on the height requirements - which is understandable.
If you do a search you may find the link which tells you the height requirements for all the parks and rides.
If he's only 1/2 an inch too short make sure his trainers have thick solesand he stands up straight in the queue/line

My son Liam was 8 the last time we were there and he just missed out on the height restrictions for the Hulk/Duelling Dragons and alike, however, I would say that there were still many great rides/simulators for him to go on and he wasn't too upset. The new ride, Revenge of the Mummy has now arrived at Universal/IOA, and its meant to be pretty cool!
I'm sure he'll have a terrific time whatever!

At the end of the day it's the cast members decision who has the height measure. He/She will decide if the child can get in or if they are 'stretching' to make the size. If he is standing normally and gets refused as borderline then try again later when a new member is on duty who might take a slightly more lenient view.

My daughter was most put out because she was too tall from the time the park first opened to be able to go on this but a party of 8 Chinese adults (2 couples and 2 set of elderly parents) were able to go on the childrens ride but at 11 she wasn't able to.
Her height did have it's advantages when at Butlins , she went to go on the bumper cars and was easily over the height requirement (she was about 8 at the time) but our friend of 45 at the time who is somewhat "vertically challenged", as she puts it, at around 4'6" was told she was not allowed to ride unacompanied despited having been driving since she was 16, only when she called the manager and threatened to report them for discrimination did they let her go on.
