It is the Coral Reef Restaurant in the Living Seas pavilion of Epcot's Future World. There is also something similar at Sea World and I think that one's called Sharks Underwater Grill.

LOVE THE CORAL REEF AT EPCOT!!! It is so much fun, surrounded by the huge floor to ceiling tank and seeing divers in it, the fish and other marine life- it was magical all the way around! Just thinking of it is making up my mind to go there in April, have priority reservations already but was up in the air on there vs. the French Cafe (tough choice)- but your post and thinking of that tank has made up my mind.
I love this restaurant too! I also had fun waving to the diners when I did my Aqua tour swim in the tank!
