I don't own an iPad so can't help with the actual mechanics of adding photos using an app, but I've just been experimenting with uploading photos of different sizes (from my PC) and they seem to be automatically resized by the forum software, so I imagine you wouldn't need to resize them on your iPad before uploading.
I hope someone can help you with the iPad app.
(Edit) OK, I was wrong, I just tried to add a full size photo to a post and it was rejected by the forum software as being too big (file size). So it seems there is a maximum file size that can be uploaded.
