The lizards with red throat flaps are male but they are not geckos they are anoles. During the mating season a male will try and get the female's attention by displaying the red dewlap under its neck and bobbing its head up and down.

A gecko is fine on a pool deck as it will eat any insects that manage to get in. They get in through the bottom of the doors and if they want to get out, they will get out the same way.
