Mine rarely scans but I am always asked for ID when this happens. On a hopper which I had not signed I was made to sign it along with my ID before they let me in.

I too always have trouble with the fingerprint scanner, does it work? or is it a gimmick! They then ask me to sign their sheet and compare that to my ticket. So i guess they should be signed any time before you get to the park.

We had 14 day flexi tickets for the Universal parks when we were there in Oct, we all signed a ticket each before going to the first park then just handed them out when we got to the entrance. Never had any problem with finger prints this year at all.

PS: As said before, take a note of the serial numbers of each ticket, we laid them out on a table together and took a picture with the digital camera showing each number.
