How many drivers are included in the surcharge?

Just received a quote via the USCarHire website for an 8-seater minivan in California. I chose the Gold option and Young Driver Surcharge.

The quote says:

"INCLUDES Young Driver Package.
INCLUDES 4 drivers, taxes, insurances, surcharges, insurance excess waiver and amendment / cancellation cover."

Does that mean that we can have 4 young drivers for the given quote or does each one have to pay extra?
