Usually Thanskgiving.

The Osborne Spectacle of Lights usually have special previews just before Thanksgiving. They are officially unveiled after Thanksgiving and are displayed every night until the first week of the new year.

However one site is quoting the following as this years dates.

The Osborne Family Spectacle of Dancing Lights
Disney's Hollywood Studios Theme Park
November 10, 2009 - January 3, 2010

I know we have seen them as early as the 8th Nov..... 2 years ago I think. We are there until 12th so I am hoping we will be able to catch them.
