It's flights booked after 7th Oct ? that wiil have the allowance reduced. I think that was the date given from memory.

Car seats and strollers were not included in the original 'baggage' allowance I believe this will continue, so I think your kids should be allowed two bags plus a stroller and a car seat each now and one bag plus stroller and car seat after the changes take effect, but check with BA.
