I took Lipsyl and wet wipes in my hand luggage this February on a North West Airways flight to Florida and they were allowed, without putting them in a see through bag. You might want to double check with your airline before you check your bags in though.

Lypsil goes into the plastic bag. I would put the wet wipes in one too, just to save time if they want to check it.
I use the small sandwich bags and so long as everything fits in there I have had no problems. Put it all in the bags ready to just take out at security. It drives me mad when we get held up with people sorting out lipsticks, eye drops etc from handbags and also makes it quicker for you.

Cosmetics and toiletries
You can bring solid deodorants, lipsticks,
brushes, combs and toothbrushes on
board. One or two pairs of disposable
contact lenses (in sealed packaging) are
also allowed, as are non-disposable lenses
with a small amount of solution. Only fully
disposable razors and razor cartridges are
allowed in hand baggage.
The following products are limited to
100ml, and must also go in a transparent
bag, along with drinks and liquid-based
foods:
• Hairspray and other aerosol items
• Creams
• Roll-on deodorants
• Sun-tanning products
• Lip gloss or lip balms
• Liquid soap
• Toothpaste
• Mascara
• Contact lens solution
I hope that helps. I have to say that regarding the new security requirements I have always classed Lipsil the same as lipstick but you learn something new every day [msnsmile]

No lipsil (I assume you mean a solid one) like lipstick do not need to go in a bag. Lip gel and mascara do however as they count as liquid.
The wipes also don't need to go in a bag
I just find it easier to put all makeup in the plastic bag
