That's correct. If you are within 7-10 days of your collection date then you will not be able to log in.

We were just on the budget site trying to pre register as we are going out in 2 days but now have realised we have left it too late.

Same happened to us but being January (we got back yesterday) we found that we did not have to wait too long (only about 10 minutes)in the queue, I found them really efficient this time and also when returning the car it was also very speedy.
