We were on Melbourne Beach a few weeks ago (about 35 miles south of Cocoa Beach) and we were the only ones on it. Done Cocoa beach as well a few years ago and it was almost empty as well (Was October and mid week).

Watch out for the flags on the beach as they can have problems with Rip currents.

The whole coast from Melbourne Beach down to Sebastian Inlet is almost deserted - certainly during the week - with plenty of public access points with parking/shower/toilet facilities.

Nothing(fortunately!) in the way of amusements for kids and limited catering facilities(bring a picnic) although the odd cafe and a Publix about 5 miles South of Melbourne Beach on the beach road(SR A1A)

Incidentally Melbourne Beach is less than 20 miles South of Cocoa Beach(not 35). If you take the SR 192 East to coast and head South, Melbourne Beach is just a couple of miles. or take the SR528 to I95 and South to pick up SR192.
