Thats correct. You can not take the other persons license, but you can go to any convenient Dollar depot to add the other driver.

If when you first collect (via the Express Lane), mention to them that you need to add another driver shortly and I'm sure they'll say to just pop back to the Express lane, but it really is Dollars decision.
