Hello,
yes you have to pay seperately for both parks. We have a 2 day pass with third day free that covers bothe parks.

Yes they are 2 seperate parks and they are right next door to each other.
You need to buy the Universal Orlando 2 park pass and then you can go in both.
Especially the Spider man ride at Islands of Adventure, that has to be one of the best rides.
