My mother in law is coming from England to Canada and we are taking her to Florida while she is here. Does anyone know if there is a time she has to be in Canada before she can travel on to the US?

I wouldn't think so - some people fly from UK to USA via a Canadian city.
Assuming she is British she just enters on a Visa Waiver(unless she has a Visa). It may be an idea to get one of these forms before she leaves UK. Although they are available at US Immigration it can prevent a delay.
I wouldn't think so - we had more bother getting IN to Canada from the US - even although we had a VISA! We were only there for 2 days and had to answer about 20 questions!
