That's a tough one and is going to depend on taste I suppose. All the restaurants are excellent and we have eaten at every one over the years except for 2. I would go for France though as that is extra special I think!
I'd say Chefs De France too - easily the best restaurant in Epcot from the ones we have been to.
I love The Celliar (Canada). We went there last year for my wife's birthday. We had steak and it was lovely. She had a fillet, and I had a New York Strip. The kids loved it too. Book ahead though, it gets busy.

I agree with John about Chefs de France. It is easily the best retaurant there. If you go, don't miss their Lobster Bisque.

We always enjoy the restaurant in Norway. Buffet of delicious starters & an endless supply of different main courses - you can choose to try as many as you like!! Its just that little bit different from the usual Floridian food.
If there is a group of you the Teppanyaki in Japan is a good idea. The food is good and the chef is often very entertaining. You can watch the fireworks from the balcony afterwards.
A great deal does depend on the type of food you all like. There are so many great eating places in Epcot. The important thing is to tell them that its a special birthday when you book and remind them again when you check in as the staff are often good at making an extra fuss of the birthday girl. Embarrassing? yes but great memories.
If you want a great atmosphere, especially if there is a party of you with something to celebrate then a bit of oompahpah in Germany is just the trick. The steiners of lager take some lifting!!

Although I believe Chefs de France is the best restaurant in Epcot, other good alternatives would be Restaurant Marrakesh at Morrocco and Akhershus in Norway.

I'd agree completey with Chefs de France, although we've never had a bad meal anywhere in Epcot. I do have a soft spot for fish and chips from Harry Ramsdens and a pint in the Rose and Crown too.
