What is a "Sticky Topic"

I'm probably being dense but what is a 'Sticky Topic'[?] Is this the same as a locked topic[?]

No, a sticky topic is one that stays at the top of the list of available topics in a particular category of the forums - best used for general announcements you want people to read as otherwise the topic would drop down the list as more new topics are added.
