    You will need to use a photo editing package such as Adobe Photoshop to resize the picture down to about 400x600 pixels and then save as a jpg/jpeg. When you do this you are asked about compression and you need to compress it so the size is less than 97k.

    If you have no photo editing package but do have Windows XP there is a good little Power Toy which enables you to right click on photo's and resize (it also compresses by default) within Windows itself.

    These will only work with Windows XP though.

    I actually used Microsoft photo editor and did as Chris said...I clicked on options and then photo resize.

    You could also try saving as a gif, i've found that gif's give a better compression. Now that the patent/whatever has expired there should be no threat of legal action for gif user's.
