The problem with the net screens is that they are inflammable and, because they have a plastic content, if they catch fire they can 'rain' melted plastic onto people, much in the way that polystyrene ceiling tiles can. Hot, melted plastic is really dangerous on skin as it continues to 'burn' at really high temperatures and can cause deep burns, even though the surface area of the burn may be small.

As you say, it's up to each home owner to decide what to provide in their home. The Fire Marshal guidelines are there for the safety of everyone using the home and guests should ensure that they follow these, as they are for their own safety and that of the property they're renting.
