Depends on the bank, some also charge on debit cards because it's a "foreign currency transaction" even though you are just paying Travelex for a "product".
Only thing to keep in mind is that buying currency from Travelex you have to use a debit or credit card, most banks will levy a transaction charge for this as it's classed as a cash advance.
