We've always bought ours at the park that we spend the first day so I'm not 100% but I think you have to get it directly from Disney.
I'd also guess it's a voucher which you can activate at any park ticket booth.
If they do activate the voucher at DTD then there is a guest services situated on the Marketplace side which would be your best bet.

Oh OK. We wanted to activate our ticket on the first day we arrive so on our first full day we can go to MK and go straight in without having to wait to activate it then. Can i buy it from the guest services place at Downtown Disney?

You can buy them at MK and go straight into the parks, they do not need activating.

You can buy them online from Disney before you go, I would imagine it is then the same as Seaworld when we have bought them, you get an email voucher which you take to Guest services and they take your picture and issue your pass straight away but dont think you can do that at Downtown Disney.
If you Google Disney annual passes it will give you the link to buy them.

If its a Universal annual pass they no longer have your photograph on.
I was led to believe that unless you have Florida ID like for example a Florida driving license you cannot purchase Disney annual passes. We tried to get them at MK a few weeks ago and were told no Florida ID no pass.

Anyone can buy annual passes, you need certain ID for florida residents passes. There are no photos and yes the person has to be present. You can buy online but then you next to exchange your vouchers for the tickets. The quickest way is to buy when you first go a Disney park so everyone is present. We do not sell annual passes and all the required info is now in this thread.
