I flew transatlantic yesterday and happened to speak to an official from US Airways who noticed me filling in my waiver form in the BA Lounge at Manchester. He told me that this is a US Airways trial being conducted on the MAN-PHL service so it's not across the board at PHL nor, as far as he was aware, anywhere else in the US or any other airline.
The bad news is that he told me that the trial wasn't going well, mainly because they are having big problems with large numbers of passengers who still aren't completing ESTA in advance.
