Is City Walk Included?

Hi folks, I'm going to Florida in May 2005 and wondering if anyone can tell me if City Walk is included in the Orlando 5 Park Flex ticket?
The party is two couples, two people will be 19yrs old though, I understand most clubs at City Walk and Pleasure Island are over 21. Are there any you can recommend that will suit us?
