Because the other suppliers only rent to people from the UK and Budget are the only ones who rent to people from outside the UK.
Have you by any chance selected something like "under 25 package"? I think Budget is the only one that offers this so could explain why it was the only one that was coming up as available.

Well I'm not from UK and am offered all the suppliers. Must be something else.
If you are from the US then you will only see Budget as the supplier. Lafifille, you are from France, so you can see all suppliers.
If you select the under age 25 (Young Drivers Package) then you only see Budget and Alamo.
If you select the 8 seater SUV or Hummer H3 then you will only see Budget as only Budget provide these cars.
Almost - All suppliers rent to people within the UK or outside of the UK with the exception of USA and Canada who can only use Budget.
