As of 9/9/02 you can now book Fantasmic dinner packages through WDW Dining (407-WDW-DINE). It's only available for a trial period that runs from 16th Sept to 16th Dec.
Mama Melrose's, Hollywood Brown Derby, and Hollywood and Vine. The Sci-Fi Dine-In Theater Restaurant and 50's Prime Time Cafe sometimes offer the package.
Part of package, gives you a seat in the ampitheater in the reserved section - great seats but even these fill up quickly.
