Buzz you can see in the Magic Kingdom near Spaceranger Spin (often near the FastPass ticket machines). The Toy Story characters can also be seen in Hollywood Studios, near where the MuppetVision 3D exits or opposite the Toy Story ride.
This info is prior to Toy Story 3 being released, though, so I don't know if that has altered things.
They are always in the Parades... seem them in Magic Kingdom and Hollywood Studios parades.
