I believe you will have to put down a cash deposit.

We usually book with the car hire site above using Dollar and have never been asked for a credit card on arrival, but I would not guarantee that you will not be asked. If you are asked for a credit card and dont have one its likely that you will have to leave a cash deposit as Martin has said.
