New Photo Driving Licence

I have only recently got a new photo licence with the seperate paper bit with my speeding endorsement on it [:O]

I rented a van in the UK last week and had to provide both parts of the licence.

Is it the same in the US or can I just take the photo licence.

I always take both bits, but have never been asked to show the paper part

Yes, you must take both bits with you, but you are only usually asked to show the photo part. In any event, there is no penalty for having endorsements.
