Hiring a car for diabled driver?

Hoping that someone can help me out here, is it possible to hire cars for disabled drivers?

My friend drives a car with hand controls over here as he is unable to use his legs.

Can you rent these cars in Orlando also?

When they order, they just need to state in the comments that hand controls are required (and whether they should be fitted on the left or right if they have a preference). This applies to Dollar only.
