What kind of complaint-If its in respect of a purchase then your Credit card company might be able to point you in the right direction. If its to do with content then there are a number of "policing" sites who know who to get in touch with.
thanks albert, it is to do with a purchase, i bought something from this company on 10/6 and have not heard anything they have not responded to my emails, i will get in touch with my bank as you have suggested, thx

Unfortunately not - as the internet is so international and freely available, it's pretty much impossible to police.
If your complaint is about a company selling stuff in the UK, then contact Trading Standards - the company is subject to the Distance Selling Regulations just like any other mail-order retailer.
If it's a complaint about website contect, contact your ISP first, although if it's a foreign site, there's little they could do except perhaps block it.

Carrie - did you use a Credit Card? If so, check out their protection policy for online purchases. Depending on what company it is, it may have a supervisory body also.
