Moving Dogs

When or if we move to Florida, my fiance and I have 2 adorable Jack Russells (which i swear would make any INS officer smile ;) ).

I am aware they have to be chipped, with a passport and certificate of health from the vet, but what's the cheapest and easiest way of getting them shipped across the atlantic?

Someone has suggested 'excess baggage' with an airline, does anyone have any experience getting pets to florida who could offer advice?
